The dignity of a Master level Pokémon is not something to be taken lightly. it would be fine If the League Chairman had sought proper permission from Volcarona or even failed in his efforts, it might have been a different story. However, he chose to resort to theft.

The Master level Volcarona was far too powerful. Several major cities in the Unova League were subjected to widespread devastation by wild Pokémon. The loss of human lives and property was immeasurable. It was Mr. Alder, single-handedly, who stood up to blocked Volcarona.

Due to the timely action of Mr. Alder, the Unova League's Master level Trainer, the Matriarch, was able to arrive on the scene and eventually resolve the Volcarona issue. This also marked the end of these horrific Pokémon disaster.

However, the matter did not end there, though.

Due to the loss of two main champions and severe injuries to five others, Mr. Alder was going through a period of intense grief. It was during this time that the League's regional Chairman took the opportunity to divert blame onto him, accusing Mr. Alder of causing the attack and loss of lives in the city.

At that time, the truth of the incident had not yet been revealed, and the League Chairman was sly and cunning. He had arranged for the stolen Pokémon egg to be delivered to Mr. Alder's son, falsely incriminating him.
