Although the names and contents of each are different, once a dispute arises, it must be stabilized. Otherwise, the conflict will intensify into a rebellion and ultimately become independent as an NPC force.
 
This is my first time in the Xer-11 system, but I have visited other conflict zones several times. I know how to infiltrate.
